Polk City is a small city at the northern edge of Polk County, close to the Green Swamp, and that setting adds a question most Polk County towns do not have: whether special state rules affect land near your tree. We are an independent service. Describe the job and we connect you with an independent local tree company; the company sets its own price and does the work.
Inside city limits, the City of Polk City's planning and zoning pages publish its code of ordinances at mypolkcity.org, and building permits are handled through Polk County's online permit system, linked from the city's building page. The city's Ordinance 2020-01 sets landscaping, buffering and compatibility standards. We did not find a specific homeowner tree-removal permit section in what we reviewed, so call the city before a large removal, especially if a project is planned. Outside city limits, Polk County's land development rules apply.
Florida Statute 380.0551 designates the Green Swamp as an Area of Critical State Concern and, in describing the boundary, refers to the area along the southern boundary around Lake Juliana and the City of Polk City. We could not confirm from the sources we checked whether your specific parcel falls inside the designated area. If you own land near the swamp or a wetland, ask the city or Polk County whether state land-development rules or wetland rules apply in addition to local tree rules. The National Weather Service's Hurricane Milton summary also places Polk County's highest rainfall total of 16.55 inches near the Green Swamp.
Florida Statute 163.045 says a local government may not require a notice, permit, fee or replacement for pruning, trimming or removing a tree on a single-family detached lot when the owner has documentation from an ISA-certified arborist or Florida licensed landscape architect that the tree is an unacceptable risk. See our permit guide for more on how that interacts with county and city rules.
Milton brought gusts generally between 80 and 90 mph to Polk County, according to the National Weather Service, with 10 to 15 inches of rain over western parts and 5 to 10 inches elsewhere. University of Florida research on hurricane survival found that trees growing in groups did better than lone trees, that larger trees lost more branches, and that structural pruning helped. It also found live oak, southern magnolia and sabal palm among the stronger performers and sand pine and southern redcedar among the weaker ones. Many properties around Polk City are larger rural lots, so ask a company how it would get equipment to the tree and how it would handle the debris.
